The 2.5 2.5 billion ($ 3.1 billion) deal also required a Portuguese rubber stamp, the highest value for a sports team. “Two appropriate national authorities, the Ministry of Foreign Affairs and the Ministry of Finance, have given the green light to a request for a humanitarian waiver from Roman Abramovich, allowing the English club to make transactions.” The Portuguese government said in a statement.

The Lisbon government has said it supports the sale “The guarantee from the British authorities that the proceeds from the sale will be used for humanitarian purposes will not directly or indirectly benefit the club owner, which is on the EU’s sanctions list.” It added that its position had the support of the European Commission.

Abramovich was granted Portuguese citizenship in 2021 thanks to a law proposing to naturalize the descendants of Sephardic Jews who were forced to leave the Iberian Peninsula a few centuries ago.

Abramovich has been banned by British and European authorities for his alleged links to Russian President Vladimir Putin following the Ukraine invasion. The British and Portuguese authorities had to make sure that the Oligarchs would not benefit from the forced sale of the club.

Abramovich’s assets were frozen in March and Chelsea is operating under a British government license which expires on Tuesday. The English Premier League on Tuesday approved the sale of the 2021 European champions.
